Madison Police Discipline Report – 1st Quarter

Here’s the 6 disciplinary matters resulting in suspensions, additional training and letters of reprimand for incidents that happened 8/13/19 – 12/26/19.People who have complaints about the police department can bring them to PFC, file through the police department or the there may be internal complaints.  To file with the PFC is says:

You may choose to file your complaint separately with the Police and Fire Commission (PFC). This can be done by contacting PFC Attorney Jenna E. Rousseau at jrousseau@strangpatteson.com, the Mayor’s Office, or the City Clerk’s Office.

4th QUARTER 2019 MADISON POLICE DISCIPLINE REPORT

I try to report these quarterly, looks like the last time I reported them was in October (has summary of previous years).  I skipped the 4th quarter where there were 2 complaints, so here they are:

Internal – 9/24/19 – Closed

Probationary Officer had an accidental discharge of CCW firearm.  Signed contract prohibits the carrying of firearms by officers in the academy unless valid CCW.  Out-of-state CCW permit did not transfer to WI, thus the violation in addition to the accidental discharge.

  • Violation – > SOP – Police Weaponry – 2 day suspension
  • Violation – > Code of Conduct – Insubordination – 1 day suspension

Internal – 10/7/10 – Closed

A sworn employee failed to work their regularly scheduled hours and did so without prior approval.  Employee had prior similar offenses.

  • Violation -> Code of Conduct – Absence from Duty – Letter of Reprimand

1st QUARTER 2020 MADISON POLICE DISCIPLINE REPORT

Internal 8/13/19 – Closed

During a pursuit review process, officer found to have engaged in driving behaviors contrary to MPD Standard Operating Procedure.

  • Violation ->SOP: Emergency Vehicle Operation Guidelines – Letter of Reprimand

Internal 9/10/19 – Closed

During a pursuit review process, officer found to have engaged in driving behaviors contrary to MPD Standard Operating Procedure.

  • Violation -> SOP: Emergency Vehicle Operation Guidelines – Letter of Reprimand

Internal 9/26/19 – Closed

During a pursuit review process, officer found to have engaged in driving behaviors contrary to MPD Standard Operating Procedure.

  • Violation -> SOP: Emergency Vehicle Operation Guidelines – Letter of Reprimand

Internal – 10/2/19 – Closed

Sworn employee made repeated offensive statements that related to the familial status of coworkers.

  • Violation -> APM 3-5 Prohibited Harassment and/or Discrimination Policy – 3 day suspension

Internal – 10/12/19 – Closed

Sworn employee made disrespectful comment to coworkers in public.

  • Violation -> Code of Conduct – Courtesy, Respect, and Professional Conduct – 1 day suspension and training

Internal – 12/26/19

  • Violations -> Officer engaged in an unauthorized pursuit for a minor traffic violation, engaged in driving behaviors contrary to procedure, and did not report the pursuit appropriately – 2 day suspension

THEY ARE STILL DOING THIS?

I was hoping this was just a Koval thing.

I can’t believe that someone gets paid to do this.  Can you imagine if everytime you did something nice and someone thanked you – there was someone in your office that tracked those emails and voicemails and reported them to the public?  Who has time for that? With nearly 500 employees, you’d think there might be more than 78 in 3 months since many of them are just internal compliments.
