While it might be tempting to wish he might not return, having Tim Bruer as mayor is much, much scarier! Good thing the Edgewater isn’t up this week, the Mayor might miss it!

4:30 PM COMMITTEE ON THE ENVIRONMENT ROOM 108 CCB
– Road salt use press release (no useful link)
Tuesday, April 20, 2010
12:00 PM COMMUNITY DEVELOPMENT AUTHORITY ROOM 313 MMB
– I hate these agendas, they tell me nothing I really need to know beyond some very broad topics that will be discussed and they have so little information attached even when it is clear committee members have information before them. I’m also annoyed when housing meetings meet at the same time . . .
12:00 PM HOUSING DIVERSITY PLANNING AD HOC COMMITTEE 202 MMB
– I’m not sure they’re going to meet as their chair is one of those stranded in Europe . . . and they are often tight on quorum. They have another crappy/useless agenda, but I can interpret for you. They are working on their final report and what they will recommend. Last meeting they talked about planning around elementary school districts boundaries instead of neighborhood boundaries.
4:00 PM COMMITTEE ON SWEATFREE PURCHASES ROOM 417 CCB
– With the Nike news from campus, they should have something to celebrate! But, I fear the city is taking steps backwards. No useful links on their agenda to see what is going on.
4:00 PM HABITAT STEWARDSHIP SUBCOMMITTEE ROOM 103A CCB
– Tree massacre time! Or “Madison Gas & Electric’s 2008 Line Clearance Request”. Unfortunately, there’s no maps to show what areas they are cutting in this year. Apparently, if they will be cutting in your area, you got a postcard.
– Lots of other great issues, not a single attachment so you can see what they are talking about tho! Effigy Mounds Management Plan, Parks Vegetation Management Plans
(Jim Carrier letter on Warner Park), No signs in Trees policy, Mulching of Trees policy, Trimming Trees Near Solar Panels, Madison Fruits and Nuts (General guidelines and review process for City Parks and Species List) and Olin-Turville Conservation Efforts. Since there is no info available, you can look and see what I blogged last time to see where they are at on these issues.
[I feel like I’m doing the county board agendas instead, the information attached to these agendas has been atrocious so far. What’s going on? This is awful for the public. I wish someone in leadership cared about these issues.]
4:30 PM COMMON COUNCIL ORGANIZATIONAL COMMITTEE; QUORUM OF THE COMMON COUNCIL MAY BE PRESENT ROOM LL-110 MMB
– Changing the penalties for not filling out your statement of interest forms.
– CDA Director instead of project manager that was in the budget.
– Changing rules committees use for reconsideration.
5:00 PM PARKING COUNCIL FOR PEOPLE WITH DISABILITIES ROOM 108 CCB
Discuss working with other communities to support a legislative change to require
persons with disabled hang tags or plates to pay for parking (yeah, you guessed it, no attachments)
6:30 PM COMMON COUNCIL ROOM 260 MMB
– #4 & 5 Election of new Common Council President and Pro Tem (Unless the Mayor get back they will become acting Mayor effective immediately.)
– # 6 Edgewater appeal of conditional use. The only thing that they can do is set a date for the hearing to be held.
– # 7 Edgewater rezoning, the agenda says recommended to refer to May 4th, but I understood them to be aiming for May 18th, tho I still don’t think they have a TIF application.
– #15 CDA Executive Director position
– #16 Central Park
– #17 3 hour parking at Olin Turville Park
– #45 1965 ordinance for the Edgewater, recommended action is refer for public hearing on May 4th.
– #46 Preliminary and final plat for Allied Drive.
– #50 Ending garbage pick up for building with more than 8 units. If you read the resolution, it looks like its ending commercial pick up as well. I don’t think that is the intent, just poor drafting.
– #52 Suspension of Jin’s Chicken and Fish
– #54 High Speed Rail resolution
– #55 Membership in Sweatfree Purchasing Consortium

4:30 PM BOARD OF PUBLIC WORKS ROOM 108 CCB
– I love agenda items like this:
4. 18107 Kentucky Data Link (KDL) will be extending its fiber optic network within the City of Madison in the month of April / May. This work is being done in order to
provide data delivery service in the Madison Area.
The public hearing is scheduled at 5:30 p.m. before the Board of Public Works.
The legistar number has no link, and if you look it up, it says file not found. How the hell are you supposed to know if this will impact you and you would want to say something at the public hearing? What would you says something about?
– Demetral Field and McCormick Greenway to be dog parks.
– 38. 18114 Best Value Contracting. (Again, no link.)
– 39. Discussion of pay back period of special assessments. (No links.)
4:30 PM URBAN DESIGN COMMISSION ROOM LL-110 MMB
– 5117 University Avenue – PUD(GDP), Erdman Center Project. 19th Ald. Dist. (Hopefully the guy from Erdman stuck in Europe with the Mayor won’t be needed for this presentation)
5:00 PM ECONOMIC DEVELOPMENT COMMITTEE ROOM 260 MMB
– The Mayor is supposed to be discussing Economic Development with them 5:30 – 6:00, wonder if he’ll make it?
– Discussing process and timeline for 2011 Economic Development workplan.
– Reviewing the 2004 Economic Development report, which I think everyone has decided is useless given what happened to the economy since then.
– Development Review process – Discussion & coordination of public/private initiatives
– Downtown Plan Work group
– Zoning Code Rewrite work group (I wonder if the workgroups met, they certainly weren’t publicly noticed!)
5:30 PM ALCOHOL LICENSE REVIEW COMMITTEE ROOM 201 CCB
– Cancelling the Grid Iron Alcohol license
– Prohibiting sales of alcohol to “habitually drunk” people and adding a penalty enhancer of $500 fine if arrested for disorderly conduct while drunk. (If they applied this evenly, the students would be screwed. Tho their definition of habitually drunk is taken to detox and/or arrested under the influence 6 times in 180 days.)
– Adding violations that can result in points being deducted from alcohol licenses
– Eliminating the 365 day requirement in the Alcohol Density Plan
– Update from subcommittee on Alcohol License Density Ordinance
Thursday, April 22, 2010
4:00 PM COMMON COUNCIL WORK GROUP TO REVIEW SNOW POLICIES & PROCEDURES ROOM 103A CCB
– Finishing up their report?
5:00 PM ALLIED AREA TASK FORCE 4619 JENEWEIN RD
CDA Revitalization
A. Continued Discussion of Phase II – Mark Olinger
B. Update from Architecture Committee
C. Discussion of “Home Occupations” ordinance and plans for helping
residents interested in this option
5:00 PM COMMISSION ON PEOPLE WITH DISABILITIES ROOM 260 MMB
– Safety and accessibility around construction sites
– Still waiting for the ordinance on accessible housing
