Demolition of Water Utility Building

A pet peeve of mine – is this former (in the process of being sold) Water Utility Building really in such bad shape it must be torn down?

on May 26, 2010 for Plan Commission review that calls for a Commercial Building located at 523 E Main St Madison, WI 53703 to be demolished. Applicant’s Comments:
This is the former Water Utility office building located at the corner of E. Main and S. Blair. It is a 2-story concrete block building that was built in 1948 and is in relatively poor condition. A PUD-SIP rezoning application will be submitted on 5/26/10 to allow for the construction of a new multi-family rental project.

I’m not sure I care all that much about the building, but I do care about the arguments about why it should be torn down. Why can’t we just be honest about why it is being torn down, its not because it is in “relatively poor condition” whatever that means, but it is to make money.
