• Accepting the policy paper prepared by the Community Development Division (CDD) outlining steps to carry out the plan developed by the Advisory Council formed to implement the Byrne Criminal Justice Innovation (BCJI) grant Isthmus Safety Initiative (ISI), and directing CDD to conduct a Request for Proposal (RFP) process to solicit proposals to utilize available funds, and to formulate funding allocation recommendations to the Mayor and Common Council, for their approval, for use beginning in September 2022.

• SUBSTITUTE: Awarding up to $1.5 million in HOME Investment Partnership funds and up to $551,000 from the Affordable Housing Fund to help finance the development of affordable housing, as the recommended outcome of a competitive Request for Proposals (RFP) process conducted by the Community Development Division; and authorizing the Mayor and the City Clerk to enter into agreements with those agencies to implement the specified development projects.

• Authorizing the City of Madison to serve as the Lead Agency for the HUD’s FY20 Youth Homelessness Demonstration Program (YHDP) Planning Project; authorizing the Mayor and City Clerk to execute an agreement with Center for Community Stewardship to serve as a fiscal agent for the Planning Project.

• Approving the Business District Support Program, authorizing Economic Development staff to manage the program, and authorizing the Mayor and City Clerk to sign grant agreements with the selected organizations and/or their fiscal sponsors.

• Authorizing the City to execute a $250,000 contract with Shared Capital Cooperative to fund loans to Madison-based business cooperatives; and authorizing the City to execute an amendment to an existing contract with Madison Development Corporation to direct repayments of an outstanding business cooperative loan to their Business Loan Program.

• Amending Res-21-00604 authorizing a Loan Agreement for a $2,100,000 TIF loan to Madison Interstate East, LLC for a three-phased industrial project located at 2930 and 3030 Ohmeda Drive.

• Supporting and approving the application to the US DOT by the City of Madison for the Railroad Crossing Elimination Program Safety Improvements, the acceptance of the grant, and authorizing the Mayor and City Clerk to execute a grant agreement with US DOT, if awarded the grant (Citywide)

• Several transit grants, network redesign and BRT agreements and other routine items

• SUBSTITUTE Initial Resolution Authorizing Not to Exceed $29,405,000 Bonds by City of Madison for Refunding Water Utility Revenue Bonds

• Approving agreements with the Town of Madison, Fitchburg, and Town employees regarding the Town’s issuance of severance payments to eligible Town employees at the time of final attachment of the Town on October 31, 2022.

• SUBSTITUTE Amending the 2022 Adopted Operating Budget to transfer funds between and within agency budgets based on projected spending through the 2nd Quarter of 2022, appropriate a net amount of $1.7 million from the General and Library Fund balances, make transfers between funds, and amending the 2022 capital budget to transfer funds across projects.
