• Authorization for the Directors of Human Resources and Finance to administratively approve changes to positions within the annual approved operating budgets as allowed with the adoption of the newly revised City of Madison Personnel Rules.

• Providing Golden Vibes Counseling Center or its assigns a $200,000 loan to purchase a commercial property at 825 Williamson Street through the Commercial Ownership Assistance program under the Small Business Equity and Recovery Program (SBER) using the American Rescue Plan Act of 2021 (ARPA) aid Local Fiscal Recovery funds and authorizing the Mayor and City Clerk to sign an agreement with Golden Vibes Counseling Center or its assigns for that purpose. • Authorizing the City’s execution of an amendment to a Purchase and Sale Agreement between the City of Madison and Opitz Investment Corporation and Halleen Properties, LLC or their successors and assigns, for the purchase of the property located at 4710 Lien Road in the City of Madison to provide the City with park land. (District 17)

• Approving an intergovernmental agreement with the Town of Burke for the City of Madison Fire Department to provide fire protection services.

• Authorizing the City of Madison Fire Department to apply for the FY 23 Assistance to Firefighters Grant Program from the Federal Emergency Management Agency under the Department of Homeland Security for an amount up to $2 million and authorizing the Mayor and Clerk to sign the resulting grant award agreement.

• Authorizing the Mayor and the City Clerk to execute the Third Amendment to Use Agreement for the Warner Park Stadium with Madison Mallards LLC and Northwoods League Inc. to expand the use of the Ballpark at Warner Park for women’s college summer softball and make certain capital improvements for the years of 2024-2035 (District 12).

• Authorizing the Mayor and City Clerk to enter into a contract with Terabonne, Inc. for consulting services related to telecommunications license agreements.

• Approving State / Municipal Agreement for Transportation Alternatives Program (TAP) Project I.D. 5992-10-42/43 for Capital City Path Extension and authorizing the Mayor and City Clerk to execute this agreement with the State of Wisconsin Department of Transportation for construction cost sharing and State design review costs. (District 16)

• SUBSTITUTE – Approving State / Municipal Agreement for Transportation Alternatives Program (TAP) Project I.D. 5992-10-44/45 for West Towne Path Extension from S High Point to Zor Shrine Pl and authorizing the Mayor and City Clerk to execute this agreement with the State of Wisconsin Department of Transportation for construction cost sharing and State design review costs. (District 9)

• Authorizing the use of up to $424,000 of Emergency Rental Assistance funds to award to Lutheran Social Services to support rental assistance and support services for residents living at 7933 Tree Lane and 715 Rethke Avenue, and authorizing the Mayor and City Clerk to enter into a contract with LSS. • SUBSTITUTE – Amending the 2024 Major Streets and Bicycle & Pedestrian Capital Budgets to transfer existing budget authority between various major project and program budgets. (District 11 and District 19)

• Amending the 2024 Bicycle & Pedestrian Capital Budget to increase federal grant budget authority for the West Towne Path Phase 3 project. (District 1)
