CITY OF MADISON PROJECT UPDATES

Project Update: Country Grove Park Shelter

Location: 7353 East Pass
Estimated Schedule: May 18, 2023 – May 30, 2025

Quarter 2 2025 Update
The final finishes are currently wrapping up as the warmer weather allows temperature sensitive items to be installed.  Permanent power to the building is completed and contractors are currently working on their final installs.  Seeding and matting of the disturbed areas should be completed by the first week of May. Final City inspections for occupancy and punch lists are expected to be completed within the next few weeks.  Once completed, the project will be turned over to Parks in May.

Project Update: South Madison Demolitions & Site Restorations

Location: 810 West Badger Rd.
Estimated Schedule: May 19, 2025 – February 27, 2026

April 21, 2025 Update

Bids were received and opened on March 27th with recommendation to award to the lowest responsible bidder, HM Brandt LLC.  Legistar File #87710 is on the Board of Public Works April 16th and Common Council’s May 6th agendas.  After approval, contract routing will begin.  The start work letter and pre-construction meeting is expected to be scheduled in mid-May.

Project Update: Buffalo Trail, Barron Court, Green Lake Pass

Location: 5117 Buffalo Trail
Estimated Schedule: August 11, 2025 – November 25, 2025

April 18, 2025 Update

The Board of Public Works (BPW) approved the plans, specifications, and schedule of assessments for Buffalo Trail, Barron Court, and Green Lake Pass on 4/16/25.  The project team also presented and received approval from the BPW for the proposed 30 ft street widths.  The project will be on the Common Council agenda on Tuesday, May 6, 2025.

Next steps include finalizing the design, plans, and specifications in preparation for advertising the project for contractor bids in late May 2025.

BREESE STEVENS EVENT OUTDOOR EXPANSION

E-mail update from Alder Davy Mayer

Neighbors,

I was just sworn in as your new District 6 alder and am jumping right in! I’ve been following the discussion on the neighborhood email lists and was able to attend tonight’s ALRC meeting. Hopefully I can provide some clarification and my opinion.

Big Top Events LLC has proposed putting up a fence surrounding the area outside the main gate at Patterson and E Wash, including the northbound lane of Patterson for concert events only. There are four such events currently scheduled for this year, on 6/6, 6/20, 8/14 and 9/12.

Beginning two hours before gates open, this area would be open for entry. Guests go through security, then have access to port-o-potties and alcohol sales (cans and bottles). When gates open, alcohol sales in this area would cease, but access to the port-o-potties would remain throughout the event.

It seems the approval process got a little turned around, as the street use permit should have first been granted, but has not. So tonight the ALRC approved the alcohol sales component, contingent on issuance of the street permit.

I’m concerned with a few details of this proposal and plan on following up:

  • Why can’t Big Top simply let people into Breese Stevens earlier instead of having this external staging area?
  • What signage will be up to prevent drivers from attempting to turn into the blocked lane of N Patterson from either direction of E Wash or across from S Patterson? Will there be a noticed detour for those entering Festival’s parking?
  • How long before the concerts will Big Top put up the fencing and block the street lane? How long after until it’s taken down?
  • Does preventing public access to the Bcycle stations within the fence violate any agreement between Bcycle and the city? There are a ton of bike racks that will also be inside the fencing?
  • Will the fencing block the traffic signal on the corner? Will it block access to the fire hydrant?

I have read all the public comments submitted for this agenda item and I thank all who sent them in.

I am a HUGE supporter of what Big Top has done to reactivate Breese Stevens and I’ve been to many events there. I want them to be successful and continue to put on events for years to come. But I want to ensure that this proposal is in the best interest of the surrounding neighborhood.

Neighborhood Grant Recommendations, Madison Madness Results, Spring Roll Challenge, and more!

Neighborhood Grant Program Recommendations
Thanks to all grant applicants for the time, energy and enthusiasm you invest in your neighborhoods! The Planning Division received 17 eligible applications requesting $46,993, and the budget is $30,000. The Planning Division Staff Review team recommends that the Common Council award 9 grants totaling $26,514, and reserve $3,486 for maintenance. The recommendations were introduced to the  Common Council on April 15, with final approval to occur at a future Council meeting. Staff will contact applicants to confirm awards and work with grantees on meeting all requirements.

Madison Madness Results
The Planning Division’s “Madison Madness” bracket-style community engagement survey wrapped up April 7, 2025, after receiving about 1,400 responses. A findings summary is available on the  Southeast Area Plan and  Southwest Area Plan web pages. The  summary report (opens in a new window) includes percentages of how many people voted for the various aspects of future planning in every round that made up the bracket, but it’s important to note that there is no “winner.” Every aspect of future growth included in the bracket is important and will be included in future plans, and nothing will be excluded or de-prioritized based on the results of the survey.
Choose Green Transportation this April and Get Rewarded
Going green for Earth Month just got easier and more fun. RoundTrip, a free public program in Dane County, is encouraging community members to choose sustainable transportation options like riding the bus, biking, walking/rolling, and carpooling for chances to win prizes during its annual  Spring Roll Challenge. The challenge is free, open to everyone 18 and older, and supports both seasoned green commuters and anyone interested in trying something new.

Streets & Urban Forestry Division Update
Never Put Batteries or Electronics in Your Carts –  You probably saw the stories about the recycling fire in a City of Madison truck on Madison’s west side.  While the cause of the fire is undetermined, firefighters did find a melted old computer mixed in with the burnt recyclables.
Never put electronics or batteries in your recycling cart. When batteries, especially lithium batteries, get damaged, they spark.  Since most of our recyclables are paper, this can lead to devastating fires.
Take your electronics and your batteries to a Streets Division drop-off site.  It’s free.
  • Spring Tree Planting is Underway – Urban Forestry crews are at work planting 1,400 trees in terraces around the City of Madison.  If you have ever been curious about what tree you have on the right of way space in front of your home, you can learn more about it on  the Urban Forestry tree inventory page.
  • Streets Division Drop-off Sites Closed for Easter.  The sites will open up again on Monday, April 21 for their normal posted hours.  More information about the drop-off sites can be found at  www.cityofmadison.com/DropOffSites.
  • Food Scraps Drop-off Returns Soon: We’ll be back at the same three neighborhood farmers’ markets this year.  Get the details at  www.cityofmadison.com/FoodScraps.
  • Yard Waste & Brush Set Outs: As a reminder, yard waste and brush are different materials that follow different schedules. Yard waste is plant material, like grass, leaves, weeds, and other things you rake or pull from lawns and gardens. For the schedule, enter your address into the form at  www.cityofmadison.com/YardWaste. Brush is branches and sticks you cut from trees, shrubs, and bushes that could be turned into wood mulch.  For the schedule, enter your address into the form at  www.cityofmadison.com/BrushCollection.

SOUTHWEST AREA PLAN UPDATES

As we work through the first phase of the Southwest Area planning process, here are some updates to share:

  • Interim Feedback Summary: The Southwest Area Plan team has reviewed and summarized public comments received so far from the community. The interim feedback summary is available, along with a full list of all Phase 1 comments to-date.
  • Madison Madness: The “Madison Madness” bracket-style survey is now closed, with a summary of the results and comments received available as well.
  • Pop-Up Outreach: The project team will visit the Meadowridge Library, local food pantries, and several events in the Southwest Area during April and early May. We will share the feedback heard so far and give people an opportunity to share more feedback.
  • Focus Group Meetings: We are collaborating with the nINA Collective and several community partners to hold focus group meetings during April to hear from traditionally underrepresented communities.
  • Business Walks: We are working with Economic Development staff to visit businesses in the Southwest Area in June and ask for their feedback.
  • Storymap: There is now a “storymap” available for the Southwest Area Plan. It explains why planning is important, gives some background on the Southwest Area, and covers key topics for the plan, like land use and transportation.
  • Commenting Map Closing Soon: Share what you love about the Southwest Area, along with your ideas and feedback on things that need attention on the interactive commenting map. If you would like to add your feedback to the interactive commenting map, please do so before it closes at the end of April.

DANE COUNTY HEALTH AND HUMAN NEEDS SUBCOMMITTEE TO HOLD PBLIC HEARING ON OPIOID SETTLEMENT FUNDING

The Dane County Health and Human Needs (HHN) Opioid Settlement Subcommittee will hold a public hearing on Monday, April 28 at 5:00 PM to gather public input on the allocation of current and future opioid settlement dollars. The hearing will be held in a hybrid format, virtually and in room 357 of the City-County Building, 210 MLK Jr. Blvd., Madison.  Information to connect to the meeting virtually will be available on the agenda which will be available here, no later than Friday April 25, 2025.

In both 2022 and 2023, the Dane County Board of Supervisors approved participation in two national opioid settlements. Since then, committee members have been receiving regular updates on local overdose data, medical examiner reports, and the financial details of the settlements.

Supervisor Rose who Co-Chairs the Subcommittee, wants people to see the opioid settlement money as dedicated funds to help communities heal from the opioid crisis, similar to how insurance helps a family after an accident. This is different from the regular taxes (like a “gross revenue tax levy”) that the County Board manages to fund everyday services. “Because of this specific purpose, we know it’s vital for elected officials to listen to the people most affected by the opioid crisis to understand their immediate needs and create the best ways to use the settlement money for their healing.”

The public hearing will provide an opportunity for community members to weigh in on priorities for how the funds should be spent. Discussion will center on the following potential areas of investment:

  • Sober living and reentry support, especially after incarceration or residential recovery
  • Peer support services
  • Treatment programs for substance use disorder
  • Mental health support integrated with recovery services
  • Harm reduction supplies, including safer smoking kits
  • Support for the unhoused community
  • Drug checking services to prevent overdoses
  • Access to Medication-Assisted Treatment (MAT) in jail and other facilities
  • Expansion of a harm reduction center

Dane County residents are encouraged to attend to provide input on how funds will be allocated in the future.

As part of upcoming improvements on West Washington and the Southwest Path, Metro is proposing to combine two pairs of Route E stops. This will be discussed at the April 23, 2025 Transportation Committee meeting.

Combined location:
  • West Washington and Regent
This will support the planned improvements by reducing the number of conflicts at the southwest path and creating a set of bus stops with better stop spacing and better connections to destinations in the area.

A new north-south route will be the next phase of bus rapid transit in Madison. This new phase will bring BRT upgrades to Route B.

Recycle Better Returns!

The Sustain Dane Recycle Better course is back.

The first session is this Thursday, April 17.   There is still time to sign up if you hurry!

The goal of the course is not only to teach you all the ins and outs about recycling, but to give you the confidence and tools you need to teach others in your social circles about recycling right.

Like in years past, there will be two chances to take the course – once for folks who prefer to do it in the afternoon, and another for those who prefer it in the evening.

This year there will be a third chance to take the course, but it will be in Spanish. Sustain Dane is working with the Latino Academy of Workforce Development for these sessions.

Food Scraps Recycling Returns!

We will be back again this year with food scraps recycling!  And this year we hope you’ll be stampeding to the food scraps drop-off near your home.

We will be back with three City of Madison farmers’ market locations, just like last year.  The first market location will be the East Madison Farmers’ Market, and that starts on Tuesday, April 29.

We have a new weight goal for this year that raises the bar a little bit from last year, so we hope to see a whole herd of people at the sites when they open.  Might even have a fun little giveaway as well, so we hope to see you at the food scraps booths!

Separate from the City, Dane County Waste and Renewables will have two self-service kiosks in Madison as well.  The launch date for these kiosks, I believe, should be sometime in early June.  You can get details about the County’s scraps plans at their website.

Brush and Yard Waste Collections Are Underway

As I’m sure you know already, the Streets Division started our brush collection a couple weeks ago.

Yard waste collection began its first spring round on Monday, April 14.

Working on the New Printed Recyclopedia

We have gotten plenty of calls from folks eager to get their hands on a new printed version of the Recyclopedia.

I am late publishing the 2025 version, and I’m sorry about that.  With the website redevelopment last year, and many other duties, it’s been difficult to find the time to work on it – but it’s close.

One big change is that the new version will not have the lengthy printed disposal guide index, or at least it will not be nearly as robust as in years past.

We have a great online tool that replaces the printed disposal guide.

We can update the online tool anytime there are changes. We can’t fix printed ones when something changes (obviously).  It seems each time we have printed new versions of the big booklet something in the disposal guide changed at the last minute, and then we’re stuck with thousands of booklets that have incorrect information that we can’t correct.

A good example of this would be pizza boxes.  We were able to update our new online tool with the good news about being able to recycle greasy pizza boxes right away.  If our printed guide was out at that time, we would have likely had wrong information about pizza boxes in there and no way good way to get this information out of thousands of printed booklets.

Carded Carts

As a reminder, if you (or someone you know) happens to have their recycling cart carded – it’s okay.

All you need to do is remove the problem item that is noted on the card and call the Streets Division. We’ll send a truck back to empty the cart as soon as we can.

Seasonal Restrooms Opening Soon

Most park restrooms are seasonal and the water is turned off in winter. They reopen when overnight temperatures consistently rise above freezing. During the reopening process, staff may identify maintenance issues and ensure restrooms are clean and ready for use. We expect these restrooms to reopen on Saturday, April 26. Note: This does not include beach restrooms or bubblers and drinking fountains. Our goal is to be on or open for the Memorial weekend.

  • Olin Park Pedestrian Bridge – The pedestrian bridge connecting the Lakeside Street cul-de-sac to Olin Park is closed due to substantial structural corrosion. See Olin Park for more info and project updates.
  • Country Grove Park – A new reservable shelter building and new sport courts, including a futsal mini-pitch court are under construction. Completion is anticipated for spring 2025. See Country Grove Park.
  • Door Creek Park – The new reservable shelter is opening later this spring. Look for a grand opening announcement in the coming weeks. In the meantime, check out Door Creek Park for more information on the project.
