Airport Commission Projects – Public Hearing Tonight (UPDATED)

Nothing bugs me more than when there is a public hearing announced, and no readily available information on what the public hearing is about.

Tonight there is a public hearing of the Airport Commission. It’s a county public hearing that starts at 5:00. This means you must register by 4:30 if you wish to speak. However, the information they are seeking public input on won’t be given to the public until after 5:00.

The official title for the public hearing is “Approving Petition for Airport Improvement Aid and Designation of the Wisconsin Secretary of Transportation as Dane County’s Agent for Improvement Projects at the Dane County Regional Airport.” This document is not attached to the agenda for the public to find.

The first item under the public hearing is “Overview of the petition project list”.

I searched the airport website – didn’t find anything. Looked at WisDOT and didn’t find anything. Looking at the last agenda’s I couldn’t see anything obvious. They talked about the south expansion at their last meeting, so it partially might be about that? Mead and Hunt did a presentation meeting. Before that they discussed their 2021 budget – so maybe there are clues in there if you listen to that meeting? But that meeting was in August, they cancelled their September, October and December meetings.

So, how do I know if I’m interested in learning more or commenting tonight?  I don’t have time to quickly listen to two different meetings for clues.

UPDATE 2: NOTICE OF PUBLIC HEARING IN THE MATTER OF STATE AND FEDERAL AID
FOR IMPROVEMENTS AT THE DANE COUNTY REGIONAL AIRPORT

Dane County, Wisconsin is considering petitioning the State of Wisconsin, Department of
Transportation, for state and federal aid to for potential future undertakings involving the following projects to be undertaken by Dane County and the Dane County Regional Airport:

  • construct, maintain, repair, upgrade and improve Runways 18/36, 3/21, 14/32, 3R/21L
  • construct, maintain, repair, upgrade and improve Airport perimeter roads
  • construct, maintain, repair, upgrade, groove and improve taxiways A, B, C, D, E, F, G, H, J, K, L, M and any other taxiways that may in the future be constructed at the Airport
  • reconstruct, relocate and improve the intersections of taxiways A and B with Runway 3/21 and 18/36
  • construct taxiway M parallel to Runway 14/32
  • construct, maintain, repair, upgrade, expand and improve the North, South, West and East aprons and associated taxiways and connections
  • remove airfield pavements determined to be unusable, unserviceable, unsafe or
    geometrically non-compliant in accordance with current FAA standards
  • acquire and upgrade wildlife control measures and equipment
  • conduct wildlife hazard assessment and update the wildlife hazard management plan
  • construct, maintain, repair, upgrade and improve taxi lanes to T-hangars and corporate hangars
  • construct, maintain, repair, upgrade, expand and improve Airport automobile parking facilities and pedestrian movement areas and equipment, including the resurfacing and
    repair of the auto parking lots and the upgrade or replacement of aircraft boarding bridges
  • construct, maintain, repair, upgrade and improve public roadways; acquire, develop and maintain Airport utility mapping
  • upgrade and maintain emergency power systems, including the purchase or lease of a
    generator for terminal emergency power
  • acquire, maintain and upgrade solar electric generation systems
  • upgrade and maintain approach, runway and taxiway lighting systems, including the
    installation of approach lighting for Runways 3, 14/32 and the purchase and installation of approach lighting related to lowering visibility minimums on Runway 18
  • install and maintain electric power systems for aircraft and aircraft ground support
    equipment; construct, repair and maintain aircraft waste disposal facility
  • construct, repair and maintain aircraft holding bay de-icing systems; construct, maintain, repair, upgrade and improve Airport fire station facility and related equipment
  • construct, maintain, repair, upgrade and improve common aircraft de-icing systems
  • construct, maintain, repair, upgrade and improve apron lighting systems
  • construct, maintain, repair, upgrade and improve precision approach landing systems for all runways
  • construct, maintain, repair, upgrade and improve approach lighting systems and
    navigational aids on all runways
  • refurbish, upgrade, maintain and acquire Airport Rescue and Fire Fighting vehicles
  • refurbish, upgrade, maintain and acquire Airport snow removal and ice control equipment
  • construct, maintain, repair, upgrade, expand, renovate and improve Airport terminal building; construct, maintain, repair, upgrade and improve Airport maintenance facilities
  • construct, maintain, repair, upgrade and improve air cargo facilities
  • construct, maintain, repair, upgrade and improve General Aviation hangars and T-hangars and related facilities and equipment
  • acquire land for runway approach protection, noise abatement, navigation aids, safety
    areas, public roadways, auto parking, and the expansion of other Airport operations and
    facilities
  • renovate, expand and upgrade flight information display system; maintain, renovate, expand, replace and upgrade airport security system, including installation of security
    lighting
  • upgrade and maintain 800 MHZ (truncated) communication system
  • purchase, repair, relocate, upgrade, expand and install perimeter fencing
  • construct, clear and maintain safety areas for Runways 18/36, 14/32, 3/21, 3R/21L and any other runways that may in the future be constructed at the Airport
  • construct, maintain, repair, upgrade and improve airfield pavement sensing system
  • purchase runway friction tester
  • relocate, extend and reconstruct roads accessing the east ramp area, including site development
  • reconstruct and repair the ramps, including hangar demolition on the south ramp
  • pave shoulders on Runway 3/21, Runway 14/32, Runway 3R/21L and taxiways B, D, H, J and M
  • conduct a control tower relocation study
  • update the Airport Layout Plan, the Airport master plan and terminal area plan as needed
  • develop and update the Airport Sustainability Study
  • design and construct an airport communications center and acquire associated equipment
  • conduct environmental assessments, data and sample collection, analysis, monitoring,
    mitigation, and remediation, and prepare related reports and statements
  • prepare and participate in noise studies as required or authorized under 14 CFR Part 150 or other federal or state regulations, including data collection and assessment, updating noise exposure maps, and the revision and implementation of a noise compatibility program
  • additional work and improvements necessary to implement the foregoing listed projects

DUE TO THE COVID-19 PANDEMIC, THE PUBLIC HEARING WILL BE HELD REMOTELY. The public can access the Public Hearing with the Zoom application or by telephone. UPDATE 1:  In case it isn’t obvious, I’m wondering about PFAS and how how these projects will deal with the contamination.
