Krupp General Contractors and the City have resolved an outstanding issue regarding the street improvements that Krupp agreed to provide at 1st St between Winnebago and Eastwood as a condition of approval of the August 2006 Planned Unit Development to construct Kennedy Point condominiums.
Reconstruction will begin starting Monday to resurface the street, add bike lanes and replace the NB right hand turning lane from 1st to Winnebago which was in the approved PUD. Sign boards will go up Monday. Metro may have to provide a detour at some point during this project (more details to come).
This is not a city construction project but a fulfillment of an obligation from 9 years ago. The development proposal was approved by the Common Council in 2006. The Kennedy Point condos were built but the street reconstruction was delayed because the city agreed to let Krupp wait to see how the 2 way Winnebago question would be resolved before making final plans to reconstruct the street. Plans to make Winnebago two way did not move forward. At this time, the city has no plans to change the current configuration. The reconstruction of Winnebago from the Yahara River to Atwood is not scheduled in the 2016 draft Transportation Improvement Plan.
I recently learned that the street reconstruction project was moving forward and got an update from City Engineering on Thursday. There had been conversations with Joe Krupp and City Engineering staff last year regarding a resolution of Krupp’s obligation. CE agreed to some cost saving changes. Recently Krupp bid the project and has engaged Capitol Underground. Jim Wolfe’s email has more details.

Here is a brief summary about the work that will be taking place on First St. between Winnebago and Eastwood, which is associated with the Kennedy Point redevelopment project. This project has been about 9 years in the making.
First St. will be widened between 8’ and 14’ to the west (the alignment of the street is a bit odd, which makes the widening inconsistent), and new sidewalk, along with new sidewalk ramps will be installed on the west side of First St. The widened street will provide for a thru lane and a dedicated bike lane in the southbound direction, along with a thru lane and a shared bike & right turn lane in the northbound direction. The new cross walk across First St. at Eastwood will also be realigned a little bit further north (towards Winnebago) to keep stopped vehicles further back from the intersection. Some storm sewer and traffic signal work will also be taking place to accommodate the new street section, and the existing pavement on the east side of the street (nearest the condos) will be replaced.
The widened street and new lane configuration will help resolve some issues that currently exist on First St. There are currently no bike facilities on this portion of First St., so those will be added with the project. Also, there will be more space for vehicles in the northbound direction with the separated thru and right turn lanes, so hopefully this will limit how much First St. backs up on to Eastwood. Also, trucks that currently make the left turn off of First on to Eastwood have to drive over the curb and sidewalk ramp (not very safe for pedestrians), so the new lane configuration will improve the space needed for that turning movement. The improvements made with this project will also enable buses and trucks to safely make the right turn off of Eastwood on to northbound First St.
Some work on this project will probably be getting started on Monday, with lane closures starting Tuesday, and the project will take about 3 weeks to complete (weather dependent). The southbound lane will be closed for most of the project, but the whole block will need to be closed for about a week to complete the paving of the entire street.
