OPENING REMARKS AND HONORING RESOLUTIONS
Poet Laureate Sarah Busse read them a poem. The sound of people learning to make music.

Proclaiming May 12, Migratory Bird Day. They didn’t read it because no one was there to receive it.

Recognizing local citizens for their role in bringing meetings, conventions and events home to Madison, Wisconsin. Mayor speaks and thanks the Convention and Visitors Bureau for helping with the WIAA tournament decision. Deb Archer speaks and thanks the volunteers.

Commending and congratulating The Daily Cardinal on their 120 Year Anniversary. A few alders spoke along with alumni and staff.

PETITIONS & COMMUNICATIONS
Mayoral proclamation on Public Service Recognition Week (next week) – its not on the agenda, but they considered it a communication. Mayor read the proclamation thanks the staff on behalf of himself and council. Mayor asks all the public employees to stand.

Legislative File No. 25769 – Amending Traffic Engineering’s 2012 Operating Budget; appropriating $41,700 from the Contingency Reserve; authorizing the City to enter into an intergovernmental agreement with the Village of Shorewood Hills and University of Madison (UW) to contract for a sub-area traffic and transportation study of the University Avenue area adjacent to the UW, Shorewood Hills, and greater Regent Neighborhood; and authorizing the City of Madison to issue Requests for Proposals (RFPs); and providing that the Mayor and City Clerk may enter into a contract. 75. Legislative File No. 25822 – Recreate a 1.0 FTE Police Public Information Specialist (CG18-08) position, currently occupied by J. 82. Legislative File No. 25966 – Rejecting a Selection Committee’s recommendation of the Urban Land Interests, LLC proposal and The Rifken Group, LTD proposal for the purchase and redevelopment of City-owned properties in the North and South 800 Blocks of East Washington Avenue, authorizing the creation of a Don Miller Land Banked Property Selection Committee and authorizing the execution of a Request For Proposal (“RFP”) for the purchase and redevelopment of these properties. (Report of BOE – Ald. Steve King, D. 7 – Recommended Action: Re-Refer to Plan Commission 5/7/12 and Common Council 5/15/12)

The motion when presented at the council went like this, they passed everything on the agenda as presented except:
– Correction, item 123 was placed on agenda by error, was adopted 12/13/2011 and should be removed.
– Public hearing items 6 – 12
– Unanimous consent on extra-majority items are 70, 81 and 83.
– Items to be discussed are 64, 67, 68, 72, 75, 78, 82 and 89
– They leave 82 on the consent agenda, clarifying it is .
– Rhodes-Conway points them to item 84 and urges them to read it. Basically there is an inadequate amount of funding for the arts.
– Verveer says 16, confirmation of Chris Kelley as Streets Superintendent is important, they separate it to embarrass him.

PUBLIC HEARINGS
Open and closes them in one motion. No registrations on most items. Item 8 is recessed and referred back to ALRC.

5 YEAR CONTRACT FOR CHRIS KELLEY FOR STREETS SUPERINTENDENT
Lots of jokes, he’s wearing a suit. Lots of clapping. Mayor says that it has been a pleasure receiving recommendations from the selection committee and to see someone who worked through the ranks and the system to get the job. Alders have a few nice remarks about him.

THREE ITEMS WITH ADDITIONAL MONEY FOR HOMELESSNESS
Our community is getting $350 – $400K more in homelessness money. But you won’t see any changes. And there was little public process on the first $250,000. Rhodes-Conway asks if there would be a possibility to have CDBG and Community Services brief the council on the 10 year plan on Homelessness and how that is reflected in the our goals. She thinks that they might want to understand that better.

POLICE DEPARTMENT PR PERSON
Anita Weier was concerned that they were adding a PR person when they could be adding a patrol officer. They are not adding a person, just adding the possibility for the future. Items 72 and 75 pass.

ULI/METCALFE’s & 800 E WASHINGTON
There is one registrant, Sanford DeWitt, a person who wanted to build a hotel on E Washington. He wants to know if the city could talk to people who already have plans out there. Why not use the RFP that was out there and look at the other proposals. He’s looking for a way to not accept or reject ULI, but make sure there is transparency.

PARK RANGERS TICKETING IN THE PARKS
I testified saying that this is going to lead to Rangers giving more tickets to the homeless. He says this is not an effort to provide additional enforecment or write more tickets, this is to collaborate with the police department. These are issues that are current ordinances. He says when they encounter homeless people that they are doing outreach and collaboration and do not ticket. Rosemary Lee spoke. Subeck asked what kind of training the park rangers have when we hire them? Briski says that they cross-train with MPD, they look for people with background in park enforcement, park ranger programs. They also have applicants that have military and police backgrounds. Rummel asks if the council could get an interim report about the types of tickets you give. What is the mechanism to collect data? She says that she guesses they may deal with alcohol usage with homeless or not homeless people. Clausius says he is supportive of the park ranger program, they have increased the number of rangers. He says this will prevent rangers from calling the police – not to collar people for public intoxication. Rhodes-Conway asks that in addition to the adoption, that council receive a report in one year that will contain number and types and location of tickets written and parks department assessment of how the additional authority has affected parks and park users. It’s a one time, in one year report, not an annual report.
