- Work Group Recommendations: Emergency Detention Workgroup:
- Design and build a county crisis stabilization center (also known as a crisis response center).
- Create a civilized crisis response team model, similar to the CAHOOTS model to handle behavioral health calls for service that do not rise to the level of requiring a Law Enforcement response.
- Establish telehealth capabilities for law enforcement, specifically in more rural areas of the county, to allow for risk assessments to occur more effectively without having to remove a subject from their home whenever feasible.
- Work toward legislative change that would grant psychiatrist to sign off on emergency detentions. The goal of this is to minimize the need for law enforcement involvement in mental health decisions when not absolutely necessary.
- Establish a countywide standard operating procedure (SOP) that outlines expectations and guidelines for all stakeholders, at every step of the Criminal Justice process as it relates to criminal investigations that have a mental health nexus.
- Triage Center Workgroup:
- The Triage Center/23-hr Observation bed workgroup would like to recommend that there is further exploration of this model by the Criminal Justice Council in the upcoming year. The study should include, but not be limited to, the costs for a facility, review of existing facilities which could be augmented with additional space or services, possible funding sources from public and private sources, possible MOUs needed for communication between various entities and review of legal considerations in regard to Emergency Detentions within a 23 hour bed facility.
