Informational Presentation

Curt Brink and the Korb family propose to construct a mixed use development on the Mautz block, on the south side of the 900 block of E Wash. A master plan with several buildings and parking are proposed. The heights range from 10-15 stories (which could be permitted in UDD #8 if bonus criteria are met), the uses are mostly commercial.

One proposed building at E Main and Brearly, connected to the Wisconsin Telephone Company (which is proposed to be used as a winery), features a 10 story residential tower. The applicants seek to build the residential tower in the first phase. Earlier this year, the Korbs got the addition to the Kleuter warehouse building approved but they have not finalized the plans.

The adopted Capitol Gateway Corridor Plan (2008) does not support residential uses at this intensity on the south side of E Wash, it is designated as an employment district and zoned TE/traditional employment. The residential use in the proposal is inconsistent with the adopted plan.

III.FIRMLY ESTABLISH THE CORRIDOR AS AN EMPLOYMENT
CENTER SUPPORTED BY TRANSIT

LAND USES
1. Permit a broad range of employment land uses, especially on the south side of East Washington Avenue.
2. Permit a mix of integrated uses within areas designated as employment to support the needs of employees and employers (such as small-scale retail, personal and business services, and, possibly, limited residential or live-work spaces) – discourage free-standing commercial and residential development in these areas.
3. Encourage development of housing where identified as
appropriate on the north side of East Washington Avenue that would be attractive to employees on the south side to increase live-work options.

The Capital Gateway BUILD and UDD #8 grew out of earlier planning efforts including Isthmus 2020 (1998) which called for 14,000 jobs in the Isthmus and recognized that high job growth would require transportation alternatives to the automobile and the East Rail Corridor Plan (2001-2004) which identified the rail corridor as a major employment center and recommended Employment as the predominant land use. The catalyst for the land use changes proposed by the East Rail Corridor plan was the effort by the Urban Open Space Foundation (now Center for Resilient Cities) to create Central Park.

There has been over 15 years of planning that got us to where we are today. These plans set us on a course for success. Central Park opened this year, new housing and mixed use development are being developed on the north side of E Wash, Shopbop and the University Research Park incubator came to the Marquip/Gisholt building. New housing has been developed on Willy St.

But new employment has been elusive. The Great Recession of 2008 made lenders more cautious and commercial development has not proceeded at the same pace as the recent apartment boom. Using TIF funds, the city has invested in consultants (Vandewalle and Hiebing) who have helped brand the district and worked to recruit businesses. The city purchased the three Don Miller properties and Otto Gebhardt was selected to develop two of them through an RFP process. He built the Constellation and broke ground last week on the Galaxie, both mixed use developments.

A unique RFP has been released for the final parcel on the 800 block E Wash on the south side which prioritizes the strategic importance of locating Starting Block, an entrepreneurial hub with Sector 67 as a key tenant and/or constructing the Madison Sustainability Commerce Center envisioned as a state of the art commercial building designed to showcase industries with a focus on environmental sustainability. Applications are due on September 30. An ad hoc committee has been convened to review the applications. None of the applications will have a housing component.

I will be working with MNA, interested residents and stakeholders and city staff to discuss the Mautz proposal and the proposals for the 800 block. I am committed to the vision for the Employment District in the Cap East District. I will be seeking your input as these projects move forward.

800 BLOCK SOUTH

Thank you for agreeing to serve on the Capitol East District Committee, charged with reviewing the 800 South Block proposals. The deadline for receiving proposals was 4:00 PM this afternoon. We received only one proposal, from Gebhardt Development. Please find a copy of it attached.

The city request for proposals for a development on the south side of the 800 block of E. Washington resulted in one proposal from Gebhardt Development. David Waugh and I are on the Committee to review the proposal. Gebhardt Development is submitting the proposal in conjunction with StartingBlock Madison and T Presents. Highlights are:

StartingBlock: 45,000 – 55,000 s.f. (plus space for futue expansion of up to 80,000 s.f.)
T Presents Performing Arts Venue: 1,500 seats, adaptable spaces: 16,000 – 20,000 s.f.
Commercial and Retail Space: 12,000 – 20,000 s.f.
Education: 40,000 – 45,000 s.f.
Parking Structure: 425 stalls
