This document has several memos from the city attorney, the new one is the memo about how many votes are needed for each item at the council. That’s the first 3 pages indicate that the following votes are needed:
– Land Use/Zoning/PUD with protest petition- 15 votes if all 20 vote, 14 votes if only 18 alders vote.
– Conditional Use Appeal – 14 votes to overturn the Plan Commission if they accept the appeal.
– Landmarks Appeal – 14 votes to overturn Landmarks and grant the Certificate of Appropriateness.
– 1965 Ordinance – 11 votes
– TIF – 11 votes

Alderpersons,

I was hired by a group of concerned Madison Hoteliers to perform an independent review of some of the developer’s, The Hammes company, operational projections for the Edgewater Redevelopment project that has requested $16 million in TIF dollars from the City of Madison. Specifically, my report tested the reasonableness of the following projections by the developer over the first ten years of operation of the proposed project: Room Taxes to be generated, Sales Taxes to be generated and new hotel operation jobs (EFTE) to be created by the project. Below is a chart presenting the findings of my study. I presented these results at the recent Board of Estimates meeting on Monday, May 10th. You will find attached both a copy of the study that was performed that arrived at these results as well as a summarizing power point presentation. I will be at the upcoming Common Council Meeting on Tuesday, May 18th to present these findings and answer any questions you may have.

At the request of the City Attorney’s Office, the Planning Division ordered a transcript of the March 22, 2010 Plan Commission hearing on the Edgewater Hotel Planned Unit Development and conditional use. A copy of that transcript is attached to this message. In addition, the transcript has been posted to the conditional use appeal file (#18015) in Legistar, and a printed copy of the transcript is available for review in the City Council’s Office.

COST ANALYSIS OF THE TIF REQUEST
This was handed out at the Board of Estimates, with little time for speakers to review it, so it will likely be the subject of testimony for the first time on Tuesday.

I don’t think this is the final version, but this is what Bridget Maniaci handed out at the plan commission after the public testimony, so no one could comment on it.

IT ALL DEPENDS UPON THE CROWD!
Last night, in a PACKED room at Olbrich at the 10th Birthday of the Social Justice Center, John Nichols introduced Marsha Rummel as on of the alders that would be voting against the Edgewater, and the room erupted in applause. Old Madisonians, young and newer Madisonians alike, all Madisonians who believed in and worked hard for many social justice causes throughout the years, applauded the demise of the this Edgewater project. Interesting.
