How is Blacklisting People Community Policing?

Seriously, collective bans of people is community policing?

The Madison Hotel/Motel Alliance (MHMA) is a group of hotels and motels in the North and East Police Districts who have come together to form an alliance to address the many common problems they face, including: drug use, drug trafficking, human trafficking, prostitution and additional nuisance behaviors. MHMA participating hotel and motel owners or general managers have signed a participation agreement whereby a person who is banned from one member hotel, is also banned from all member hotels, and agree to authorize and assist in the arrest and prosecution of individuals violating the ban. The MHMA email group will also be utilized by members to share information, especially that which does not rise to the level of an MPD investigation and ban. There are a total of 24 hotels and motels in the North and East Districts and all 24 have signed the participation agreement to be members of the MHMA.
