Alder Barbara Harrington-McKinney notified me that she is resigning from the President’s Work Group to Review Council Communication Tools & Processes Committee. I would like to thank Alder McKinney for her contribution and service. It was not to long ago that I sent out a communication regarding another vacancy for this commitee. I decided to use that list to fill the Alder McKinney’s seat by appointing Alder Max Prestigiacoma.

District 14 – Madison Common Council

SURVEILLANCE CAMERA ORDINANCE

After 2 years of work, this got delayed due to COVID-19.  It was introduced in January and held up because the Public Safety Review Committee couldn’t meet for three months.  We passed it on Wednesday but somehow . . . it didn’t make it on to the agenda?!?!?!?!

#78 – Creating Section 23.63 of the Madison General Ordinances to establish Surveillance Technology guidelines for Departments

The ordinance creates a process that departments have to go through before purchasing surveillance equipment as well as well as annual reporting.  Further delay would have meant that the process would not have been used in their year’s budget deliberations.

ALLOWING CITY COMMITTEES TO MEET

Our new council president seems to be making liberal use of her new found power – this also was missing from the agenda. This ordinance was introduced in May and recommended last week by the Common Council Executive Committee, but then . . . ?!?!?!?!?!?

#79 -SUBSTITUTE – Amending Section 33.01(10)(c) of the Madison General Ordinances to limit when City subunit meetings are not to be held and to allow the Common Council to permit exceptions.

Right now you can’t see the vote at CCEC, but apparently it passed because the agenda says “RECOMMEND TO COUNCIL TO ADOPT – REPORT OF OFFICER”. Legistar is not so helpful.

The ordinance would allow either the Mayor and Council President to decide if committees can meet OR the Common Council.
