• Submitting the appointment of Michael J. Rusch for confirmation of a five-year term as the Transit Chief Development Officer.

• Providing Isthmus Wellness or its assigns a $250,000 loan to purchase a commercial property at 970 N. Gammon Road through the Commercial Ownership Assistance program under the Small Business Equity and Recovery Program (SBER) using the American Rescue Plan Act of 2021 (ARPA) aid Local Fiscal Recovery funds and authorizing the Mayor and City Clerk to sign an agreement with Isthmus Wellness or its assigns for that purpose. (District 19)

• Authorizing the Mayor and City Clerk to execute a contract amendment with Porchlight Inc. to add up to $260,000 of projected underspent City-administered ESG-CV funds, and extend the contract term to September 15, 2023 (District 12)

• Authorizing a loan of up to $400,000 to Bayview Foundation, Inc. from the Community Facilities Loan Program to help finance the construction of community center programming space at 601 Bay View, and authorizing the Mayor and City Clerk to enter into a contract for that purpose. (District 13)

• Approving the award of up to $130,000 in Community Development Block Grant (CDBG) funds through Community Development Division’s (CDD) Capital Improvements for Non-profit Housing (CINH) Program to Madison Community Cooperative, and authorizing the Mayor and City Clerk to enter into an agreement with the non-profit agency to implement the specified rehabilitation projects. (District 2)

• Authorizing an amendment to an existing loan agreement between the City of Madison and Madison Revitalization and Community Development Corporation (MRCDC) to add up to $359,400 of financial support from the Affordable Housing Fund to help finance the rehabilitation and preservation of seven (7) vacant units at separate scattered site properties currently owned by MRCDC, and authorizing the Mayor and the City Clerk to enter into a Loan Agreement.

• Amending the Police Department’s 2023 Operating Budget; and authorizing the Mayor and Chief of Police to accept a FY2023 USDOJ Edward Byrne Memorial Justice Assistance Grant for $111,454, and to utilize these funds to support several law enforcement initiatives

  Creating Section 28.022-00639 of the Madison General Ordinances to change the zoning of property located at 923 Clymer Place and 207 North Brooks Street, 8th Alder District, from TR-U2 (Traditional Residential-Urban 2) District to CI (Campus Institutional) District. (District 8)

  Creating Section 28.022-00640 of the Madison General Ordinances to change the zoning of property located at 209 Bernard Court, 911 Clymer Place, and 908 West Dayton Street, 8th Alder District, from TR-U2 (Traditional Residential-Urban 2) District to CI (Campus Institutional) District. (District 8)

• 3913 Lien Road; District 3: Consideration of a conditional use in the Commercial Corridor-Transitional (CC-T) District for a car wash; and consideration of a conditional use for a major alteration to an existing planned multi-use site per MGO Section 28.137(2)(e), all to allow construction of a car wash.

• 660 S Whitney Way; District 19: Consideration of a conditional use in the Regional Mixed-Use (RMX) District for a vehicle access sales and service window, and consideration of an alteration to a conditional use for a planned multi-use site containing 40,000 square feet or more of area of which 25,000 square feet is designed or intended for retail, to convert a restaurant-tavern into a bank with vehicle access sales and service window.
