8 people chosen to review the Overture Center proposal, will council approve them on Tuesday?

Dear Colleagues,

The Overture resolution as amended by CCOC and BOE asks that appointments to the citizens group that will review the future business plan of the Overture Center be selected by the Mayor and approved by the Council. My appointments to this group are listed below and will be introduced at Tuesday’s Council meeting. Given the importance of beginning this review as soon as possible and given that there is only one Council meeting in August, I am asking the Council to approve this appointment report under suspension of the rules on Tuesday – the same night it is introduced. That is why I am sending you the names in advance.

My goal was to provide a range of opinions and expertise while keeping the committee small enough to make scheduling and quorums manageable. I believe that these eight members represent views that range from supportive of the basic outline for acquisition in the forbearance agreement to strong skepticism of it with a few members in between who will bring a fresh perspective. I also tried to honor the spirit of the resolution which calls for a citizen committee by appointing a committee that has no more than three alders on an eight member committee. My hope is that anything that emerges from this committee will have an excellent chance of approval by the full council. I hope you agree and I ask for your approval of the appointments so that they can get started in August.

I would like to thank the alders and citizens who have agreed to undertake this important task. I especially want to thank Mark Bugher, who has agreed to chair the Committee. And I look forward to working with all of you to build a sustainable future for Overture that balances the needs of the taxpayers, the staff and the arts.

The members of the Ad Hoc Committee on Overture are proposed as follows:
ALD. TIM BRUER – District 14

ALD. LAUREN CNARE – District 3

ALD. MIKE VERVEER – District 4

MARK D. BUGHER, 7517 Widgeon Way, 53717 (9th A.D.) – Mr. Bugher is the Director of Madison’s University Research Park. He will serve as the Chair of this committee.

JAMES GARNER, 26 Golf Pkwy., 53704 (18th A.D.) – Mr. Garner is currently the CEO of Sergenian’s Floor Coverings and has been with Sergenian’s for 47 years. Mr. Garner serves on the boards of the Greater Madison Chamber of Commerce and the South Metropolitan Planning Council.

DEIRDRE GARTON, 350 S. Hamilton St. # 306, 53703 (4th A.D.) – Ms. Garton is the owner of Garton Consultants. She serves on the Madison Cultural Arts District Board and the 201 State Foundation Board. In addition, she is the Chair of the Governor’s Juvenile Justice Commission.

WARREN ONKEN, 9 Coach House Dr., 53714 (3rd A.D.) – Mr. Onken served as an alder for 28 years. He is a member of Overture’s Budget and Audit Committee and is a former member of the Monona Terrace Community and Convention Center Board.

PAUL SOGLIN, 121 Standish Ct., 53705 (11th A.D.) – Mr. Soglin is a former Mayor of Madison,WI.

  1. The committee named above is to review a business plan and yet, if i am not mistaken, no one of color is represented and yet Madison is filled with professional business persons who are also of color and highly educated-

    why is there no one of color on this committee? A professional who is also of color will add a valuable persepctive others on the committee do not represent.
