Monday Morning Round Up 3/31/25

This post is a round up of things going on in local government or the Madison area that may impact you.

F-35s FLYING AT NIGHT THIS WEEK

The 115th Fighter Wing of the Wisconsin Air National Guard will be conducting evening training flights Monday through Thursday, March 31 through April 3. During this time area residents may see or hear F-35 aircraft taking off or landing until approximately 9:30 p.m. Training flights normally take place during daylight hours, but pilots and maintenance personnel are required to conduct nighttime operations as a part of their overall readiness. Pilots will continue to follow flight paths designed to minimize noise to area residents. The 115th Fighter Wing appreciates the overall support we have from the citizens of Wisconsin and the greater Madison area as we continue to train in support of our state and federal missions.

News & Updates from the MPO
What’s New at the MPO?
The 2025 Dane County Bike Map is Here

Our 2025 Dane County Bike Map is now available! We’ve started distributing copies to libraries, bike shops, park offices, and other community locations across the county—so keep an eye out!

This year’s map has been completely redesigned, featuring a countywide view on one side and a close-up of Madison and the Monona Lake Loop on the other to help you navigate both urban and rural routes with ease. We’ve also made several updates from 2024, including new paths, overpasses, and other bicycle facilities.

Want to make maps available at your business or office? Let us know—we’d be happy to provide copies! Not sure where to grab one? Email us at mpo@cityofmadison.com, and we’ll help you find a location near your home, work, or favorite starting point.

Upcoming Funding Opportunities

This spring, we’ll start accepting applications for two MPO-administered federal funding programs: the Surface Transportation Block Grant – Urban (STBG-U) program and Transportation Alternatives (TA) program.

  • STBG-U funding can help pay for projects that make it easier or safer for people to get around—like improving roads or adding new bike and pedestrian paths. For a full list of eligible projects, refer to page 4 of the STBG-U Selection Process document.
  • TA funding supports active transportation. It can be used to build bike and pedestrian paths, develop Safe Routes to School plans, and improve sidewalks and crossings to make them more accessible for people with disabilities.

Funding will be for the 2026–2031 program cycle. While we don’t yet know the exact funding amounts, the MPO will receive additional money for both programs thanks to a new law passed in 2024. The funds are being redistributed from a federal loan program—the Transportation Infrastructure Finance and Innovation Act (TIFIA).

We’ll be hosting a webinar soon to explain how to apply, what kinds of projects are eligible, and how the process works—stay tuned!

Household Travel Survey Underway

The Federal Highway Administration (FHWA), in partnership with WisDOT and the Greater Madison MPO, has launched the  National Household Travel Survey (NHTS). This survey collects valuable data on how, when, and why people travel. Whether you drive, take public transit, bike, walk, or don’t travel at all, your input will help decision-makers improve safety, reduce congestion, and make transportation more accessible nationwide.

The survey is currently underway and will continue through November 2025. Households are selected through a scientific process, and those chosen will receive details by mail. Participation is voluntary and all responses are confidential, with results reported only in summary form.

Share Your Feedback: WisDOT’s US 51 (Stoughton Rd.) North Study
WisDOT Written Testimonial Notice

The Wisconsin Department of Transportation is conducting the US 51 (Stoughton Rd.) North Study, focusing on a 5.5-mile stretch between Hwy 30 and I-39/90/94 in the Town of Burke. The study aims to improve safety and accommodate current and future travel demand along Stoughton Road.

There’s still time to share your input! Review the materials and submit your written testimony by April 17 at: tinyurl.com/us51-north-pi.

Plan & Project Updates
MPO Adopts the 2025-2029 Transit Development Plan

The Greater Madison MPO Policy Board has adopted the 2025-2029 Transit Development Plan (TDP)—a five-year roadmap for improving transit service in the region. Developed in collaboration with Metro Transit and other transit providers, the plan identifies key transit needs and proposed improvements.

This TDP does not include updates to service planning guidelines—those will be developed and adopted separately later this year.

Dane County Active Transportation Plan (ATP) Underway

We’re kicking off work on the Dane County Active Transportation Plan (ATP) to help shape the future of walking, biking, and other non-motorized travel in the region.

Stay tuned—we’ll soon be launching a survey to learn how you get around and what changes you’d like to see to make our network safer and more connected!

RoundTrip Rundown
The Spring Roll Challenge is Just Around the Corner
Spring Roll Challenge logo

Every year during Earth Month, our RoundTrip program hosts the Spring Roll Challenge to encourage Dane County residents to choose greener ways to get around—and to celebrate those who already do!

It’s simple to participate—just create a free RoundTrip account at https://roundtripgreatermadison.org/ and log every trip you make by biking, walking/rolling, riding the bus, and carpooling from April 1-30 for a chance to win weekly & grand prize drawings. Plus, the first 50 participants to log a green trip in April will receive a free slice from Ian’s Pizza and two free rides with Metro Transit!

Become a Bike Buddy

Do you love biking to work and want to help others feel confident doing the same? Join our new Bike Buddies network in RoundTrip, which connects experienced bicyclists with curious but less experienced riders with similar commute routes.

As a member of the Bike Buddy network, you will show up as a “bike buddy” to anyone who matches with you for bikepooling and is looking for a commute partner or connection to show them the ropes. Join today and help spread the joy of bicycling in our community!
