John Nolen Drive Construction Update
Latest Update 4/3/2026
General Project Information
The John Nolen Drive project includes reconstructing John Nolen Drive and six bridges that span the causeway. New curb and gutter with a raised median separating northbound and southbound traffic will narrow traffic lanes to calm high traffic speeds. The Capital City Trail will be moved further from the roadway with the addition of three new bridge structures, increasing pedestrian safety and greenspace along the corridor. The trail will also be widened, increasing the capacity of the trail, with separate paths for bikes and foot traffic.

- Nighttime full closures (causeway only) anticipated for bridge girder installation
North Shore Dr intersection
Phase 1 work entails reconstructing inbound/westbound lanes of the North Shore Dr intersection extending roughly 400 feet west of the WSOR rail crossing.
- North Shore Dr (inbound only) closed between John Nolen Dr and S Bedford St

S Broom St intersection – starting April 6
Phase 1 work entails reconstructing outbound/eastbound lanes of S Broom St.
- Broom St (outbound only) closed between W Wilson St and John Nolen Dr
S Broom St intersection – Phase 2
Phase 2 work entails reconstructing inbound/westbound lanes of S Broom St. Work will occur after inbound North Shore Dr reopens to traffic. Anticipated start is late-April.
- Broom St (full closure) closed between W Wilson St John Nolen Dr
- Bike and pedestrian traffic detoured to North Shore during railroad reconstruction. Railroad work performed by others under contract with WSOR.
- A temporary “all way stop” will be installed at the S Bedford St/North Shore Dr intersection to address an anticipated increase of vehicle traffic

Phase 2 work entails reconstructing outbound/eastbound lanes of North Shore. Work will occur after S Broom St reopens to traffic. Anticipated start is early-June

Motorist Impacts
- All vehicles on John Nolen Dr use existing northbound lanes between Lakeside St and the Monona Terrace.
- Both directions of traffic are reduced to one lane prior to entering the active work zone.
- Signs have been installed on both end of the project to provide direction on where to “zipper merge”. Motorists should utilize all lanes and avoid early merging.
- Motorists are reminded the statutory speed limit has been reduced to 25mph for the duration of the project. The state of Wisconsin doubles fines in construction or work zones when workers are present. These doubled fines apply not only to speeding, but also other traffic violations such as unsafe lane changes or failure to yield.
Pedestrian/Bike Impacts
- The temporary crosswalk on the north side of Broom St is in place and will be the only crossing at Broom St until the project is complete. Sidewalk along the southern side of Broom St is closed.
- The Capital City Trail remains open. No additional trail disruptions are anticipated until July of 2026. Cyclists are encouraged to dismount from their bikes when crossing active construction zones near S Broom St and North Shore Dr.
Waterway Impacts
- A navigable channel will be open for the duration of the project under the middle set of bridges. The channel has red and green buoys to aid navigation and regulatory buoys to delineate hazards. No other channels will be open and waterway users should avoid entering area with active construction
Please be alert when traveling along the John Nolen Drive corridor. Please note that some work is dependent on weather and may be subject to change. Thank you in advance for your patience throughout this project.

Normal Hall at Olin Park Rehabilitation

The rehabilitation project has been placed on hold.
Due to an active roof leak, Engineering will bid a roof replacement project for construction during the fall of 2026. This roof replacement scope was originally part of the rehabilitation project.
Engineering may also bid a floor removal project to occur during the fall of 2026 to allow assessment of the existing framing members.
MacArthur Road, Larson Court, Sycamore Avenue Reconstruction
MG&E has begun their gas main and lateral upgrade along the project limits this week.
The work for this year is going to be for MacArthur Road from E Washington to Sycamore Avenue, MacArthur Court, and Duncan Drive.
Additionally, MG&E plans to relocate existing poles that are in conflict with the proposed reconstruction project. This work is anticipated to start later this Spring. For questions regarding this work, please contact Matt Colvin, matt.colving@mge.com, 872-223-2637.
Streets Sycamore Facility Lighting and Electrical Upgrade

Project Overview
Implement a comprehensive modernization of the facility’s lighting infrastructure by removing the existing legacy lighting equipment and installing high‑efficiency LED fixtures, advanced lighting controls, and associated electrical components. The scope includes upgrading Electrical distribution as needed, integrating automated control systems for improved energy management, and ensuring full compliance with current lighting standards and sustainability objectives.

OPN Architects was selected to lead the design team for the Fire Station 6 Tenant Build Out project. OPN Architects coordinates fire station space needs with Potter Lawson, the architecture firm designing the overall CDA development at Park and Badger. The design of the CDA development “core and shell” is slightly ahead of the design on the fire station interior project.

Engineering Operations Facility Locker Room Renovation

Work has progressed – CMU walls were laid up, plumbing rough-ins were installed, doors and frames were set, walls were repaired and painted, ceiling grid was installed, plumbing fixtures were placed and accessories were installed. The construction should be complete by the beginning of May.
