MPD costs to pepper spray and tear gas protesters over 3 days = $$18,619

I don’t feel the response to my open records request from June was satisfactory, but near as I can tell, it cost at least that much!

I’d like to know how much pepper spray, tear gas, foam bullets and other less lethal resources were used during the events of May 30, 31 and June 1.

Please send me the inventory records of these items on May 29th and again on June 2nd.   Also, please send me any purchasing requests that were subsequently made to replace the items that needed to be replaced/placed back in inventory.

You may have a better way to get me that information and if so, please let me know.

WHAT THE STANDARD OPERATING PROCEDURES SAY ABOUT INVENTORY FOR THE SET GRENADIERS

The SET (Special Events Team) Grenadiers are the ones with the tear gas and larger pepper spray canisters.

The Grenadier Lieutenant shall maintain an inventory of all equipment, munitions and supplies. Grenadier equipment and supplies shall be used for official use only. Any equipment not functioning properly, damaged, or dysfunctional shall be taken out of service and not used until repaired or replaced. Any munitions or supplies that have surpassed an identifiable expiration date shall be used only in a training environment.

The Grenadier Lieutenant shall submit an annual report documenting usage, maintenance, warranties and repairs of Grenadier equipment to the SET commander or their designee.

Assistant Chief Patterson has shared the document created in response to your PSRC inquiry on inventory – attached again. (PSRC Inventory August 2020) This is the document we have in response to your public records request dated 6.27.2020 for inventory of pepper spray, tear gas, foam bullets and other less than lethal resources used during the events of May 30, 31 and June 1st. PURCHASE ORDER #1 – TEAR GAS

Hard to know what they purchased.  I search for “cs” on the webiste comes up with nothing.  This is what is available on the Streichers website under “Pepper Spray and Irritants”, CS doesn’t seem included here?

Here’s the description of the MK60 from another site, I couldn’t find anywhere that described what MK60S is.  Google failed me.  Perhaps the S is for the refills.

OPEN RECORDS GAMES

The police records unit will only provide you with existing records, and most of my requests they “have no record” of what I request.  If the is an inventory it seems they should have sent me inventory records.  Also, it seems they only send me records for ordering more than just the Pepper Spray.  There is nothing on tear gas and foam (or rubber) bullets . . . . perhaps the request below will work?  Or perhaps, they don’t follow their SOPs?

  1. Tear gas cost $18,000. How much did riots and looting cost? Miar Maktabi, owner of the Dubai Mediterranean Restaurant and Bar on State Street and a Syrian immigrant, said his business, alone, sustained $39,000 in damages. What is your end game, Chairman Brenda? Portland Oregon? Chicago?
