Alliant Energy Center Community Testing Site Update

  • Wednesday (7/8) 1598 people were tested and Thursday (7/9) 2298 people were tested.
  • The total number of people who have been tested at the community test site is 54,059.
  • In collaboration with the National Guard, we implemented an online registration system that has dramatically improved wait times. Today there was nearly no wait time the entire day.

Data Byte

In the past week (July 3—July 9) there were 559 new cases of COVID-19 in Dane County. We’re happy to report the targeted approach we’ve taken to control the increase in cases over the past few weeks has had positive effects! We’re seeing fewer cases and fewer associated with clusters—particularly bars and restaurants.

Of those interviewed so far:

  • 126 of the 559 reported attending a gathering, party, or meeting with people from outside their household.
  • 64 of the 559 were associated with clusters: 34 from bars/restaurants, 7 from congregate facilities, 6 from housing for college-aged people, 2 from gyms, 1 from a daycare, and 14 from other workplaces.

We define a cluster as 1 case in a long term care facility or daycare or 2 or more cases associated with one location or event around the same time.

Remember, our contact tracers are still conducting interviews, so the numbers associated with gatherings and clusters will go up as they complete more interviews.

We will continue to evaluate all changes on a week-by-week basis, making adjustments to best meet the needs of the community.

Alliant Energy Center Community Testing Site Update

  • Monday (7/6) 1958 people were tested and Tuesday (7/7) 2602 people were tested.
  • The total number of people who have been tested at the community test site is 50,163.
  • In collaboration with the National Guard, we implemented an online registration system that has dramatically improved wait times. Today some wait times were under 10 minutes. People can register before heading to the site or register onsite.

Notes from Council leadership meeting with Mayor:

  • The Mayor will be in attendance at the next CCEC meeting on July 14.
  • Thanks to the hard work of our City Clerk, Madison was awarded $1,271,788 grant from the Center for Tech & Civic Life for the implementation of a safe voting plan for the remainder of 2020.
  • Departments will be submitting operating budget proposals on Friday. The Mayor requested a 5% cut across the board and asked departments to be creative and do more if possible. She expects to get briefings in the next couple of weeks.
  • The Mayor signed on with other mayors to advocate for trials of unconditional direct cash payments and push for guaranteed income at the federal level.
  • MPD is working hard to identify and arrest individuals involved in 15 shooting incidents over the past week which resulted in two homicides.
  • Alders will be receiving briefings at CCEC meetings on police issues, public health etc.  The Mayor and Council President would like to facilitate briefings to ensure that alders are kept up to date on rapidly developing incidents around the City.
  • Council VP suggested that the two Chiefs of Staff work on a format to host a town hall to make sure that the public gets accurate information on investigations, police reform efforts etc so that the public can be clear on what is within the City’s jurisdiction, what collaborative efforts are taking place etc.

Tuesday morning Mayor Satya Rhodes-Conway “flipped the switch” on a new solar photo-voltaic (PV) installation on the roof of the Madison Municipal Building. The historic building is on the National Register of Historic Places and is now the 29th solar installation at a city facility.

Max capacity on all Metro buses reduces to 20 passengers per bus.

Face Coverings Required riders wearing masksPer Public Health Emergency Order #8, starting Monday, July 13, all Metro riders are required to wear a face covering while riding.

For your convenience, FREE reusable face masks will be available on buses starting Monday. Look for free masks near the rear of the bus in a clear bag or box.

Due to the Streatery Program, Routes 2, 4, 6, 7 & 8 detour from State St. starting at 6:35 p.m. on Friday, July 10 through the end of service on Sunday, July 12.

The entire length of State St. will be closed. Board buses on the Capitol Square, W. Washington Ave. or University/ Johnson streets. See map.

1 HA HA HA HA HA, 2 HA HA HA HA HA . . . COUNT BATS?

Count bats one night between July 17 & 19

Help count bats during the Great Wisconsin Bat Count, July 17-19! On any one of these nights, go out at sunset to a bat house or other site where bats are roosting and  count how many bats fly out to help us estimate summertime bat populations.

If you don’t know of a bat roost site, contact us with your location at DNRbats@wisconsin.gov and we’ll try to find one near you.

Leave fallen bat pups alone on the ground for mom to rescue 

Bat pups, particularly at big brown bat colonies, often fall from roosts this time of year.  The pups can fall as they’re climbing around or accidentally get knocked out when adults shift in the roost, particularly when it’s hot. Sometimes the mother may abandon a pup if she has two and one is not doing well.

Bat pups are very difficult to care for and usually do not survive in care of humans, so the best option is to leave them be and hope mom comes down to pick them up.Pups make an audible noise and the adults know when their pup is out of the roost.

BIKE MADISON UPDATES

Southwest Path Closure Extended: Due to the heavy rains, the closure of the Southwest Path for repaving will last through 5pm on Mon, July 13. The repaving and closure is from Odana Rd to Glenway St and from Commonweath Ave to S Prospect St. The connector ramps at S Prospect Ave and Harrison St will also be repaved. Please follow the marked detours.

Arboretum Dr – The UW has extended the closure of Arboretum Dr to motor vehicle traffic (except in the Town of Madison section where there are homes) through the end of July. More Information

Face Coverings – Dane County will require face coverings for everyone 5 years and older starting Mon, July 13. The requirement is for indoor situations or when waiting in a line outdoors. This new Order does not require a face covering when you are outdoors except when waiting in a line but it is a good idea to carry one with you in case you need it. Find our more.

CONSTRUCTION AND EVENT UPDATES

  • Anderson St – Work has started between Wright St and Stoughton Rd. This project includes a new bike facility. More Info
  • Cottage Grove Rd from the Interstate to Sprecher Rd – Road reconstruction has started. Be aware that streets on the bike detour were just chip sealed so use caution when traveling in this area. Traffic lanes are currently moved to the north side only .Project Information
  • Schroeder Rd near Struck St – The McKenna Flood Mitigation project has moved into Phase 2 on Schroeder Rd. The Greentree-Chapel Hill Path will remain closed and at Schroeder Rd bicycles will be detoured to Rayovac Dr to reach Struck St. Please follow the marked bicycle detour.  Project Information
  • Johnson St – ATC is doing work on Johnson St between Blount St and Pak St related to the substation and are working at manholes throughout this area with short closures required where work is happening.
  • Badger State Trail and Seminole Hwy at McKee Rd – The Badger State Trail in Fitchburg closed Mon, April 27 to begin construction of a bridge over the road. Seminole Hwy will remain open but only one travel lane in each direction with no bike lane. The City of Fitchburg asks bicyclists on Seminole Hwy to follow the marked bicycle detour.   • Gregory St – This reconstruction project has started and is expected to last until October. Project Information
  • Toepfer, Holly, Euclid, St Clair – Work has started and the road is closed except for resident access.
  • Elizabeth St and N Ingersoll – This project will reconstruct Elizabeth St from N Ingersoll to N Few St and N Ingersoll from Sherman to Gorham. This project includes a contraflow bike lane on N Ingersoll St and other improvements. Project is near completion with signing, marking and other final items remaining.  More Information
  • Fish Hatchery Rd Reconstruction – Work is happening in the section in the City of Fitchburg. Detour at the Cannonball Path north of the beltline if traveling south from Madison. Project Information
  • Old Sauk Road between Pleasant View Rd & Pioneer Rd – This section of road will be closed starting April 1. Bicyclists will wan to use Pleasant View Rd to Blackhawk Rd to Twin Valley Rd. Motor vehicle traffic will be detoured to Pioneer Rd and Mineral Point. Bicyclists will want to continue on to Big Stone Trail to White Fox Lane to the Pioneer Park Path to return to Old Sauk Road.
  • West Towne Path extension and underpass of Gammon Rd – Avoid travel on Gammon Rd near the Beltline and West Towne Mall if possible. Access to the mall is being maintained in this area but it will be easier to use Mineral Point Rd entrances. Project Information
  • Monona’s Bridge Rd – Monona has Bridge Rd closed between Inland Way and Lake Pointe Dr. The Lake Loop will not be impacted but access to other streets will be.
  • UW Arboretum Curtis Pond Rehabilitation – Work is going on near the west entrance to the arboretum across from the Curtis Pond. New stop signs have been installed and trucks will be using the road. Please follow any signage or workers. Watch for gravel in the road.
  • Reinhndahl Park Path remains closed for the Madison Metropolitan Sewerage District interceptor project. The path is anticipated to reopen late May/early June.

EVENTS

  • Protests – Please expect and respect disruptions to bicycle routes and paths as people gather to exercise their first amendment rights here in Madison. If your route is blocked, please wait respectfully or take a different route to your destination.
  • State Street Streatery – Starting Fri, July 3 and lasting through Aug 23, State Street will become a Streaterey on weekends. The street will be shut down to vehicles including buses on weekends to allow restaurant seating and outdoor retail sales. If you are biking through the area use caution as businesses work out how to best set up their space and pedestrians get use to this new street format.  Press Release
  • Dane County Farmer’s Market – The market has moved to Willow Island at the Alliant Energy Center and will be open Wednesdays and Fridays by pre-order. Expect higher than normal traffic on the paths in the area on these days. More Information

Urban Triage Co-Conspirator Six Month Training – starting 7/15/2020 thru 12/18/2020!

The convergence of recent tragic events — a pandemic disproportionately killing black people, the failure of the state to protect Black people, and the preying on Black people by the police— is not new in our history. After World War II, city-dwelling African-Americans saw the contradictions in a society that put a man on the moon, while allowing rats to maul Black children in their cribs at night. The federal government underwrote the substandard housing that Black people were consigned to because of residential segregation. Everywhere Black people looked and look, the state is not only impervious to OUR suffering but an accessory to the crime.

The recent killings of George Floyd, Breonna Taylor, Ahumad Abery, Elijah McClain and countless others, have confirmed what most of us already know: if we and those standing with us do not promote, plan, strategize, organize and mobilize in our own defense, then no official entity ever will. Young Black people must endure the contusions caused by rubber bullets or the acrid burn of tear gas because the government has abandoned us. Black Lives Matter only because we will make it so. White people must be willing to use their privilege, resources, and their bodies in defense of Black lives in order for us to make it so.

The time is NOW for a new paradigm!

Urban Triage Inc. is launching our Co-Conspirator Training which is designed to bring about positive, permanent shifts in how we define and understand the depth and breadth of White Supremacist Patriarchal Capitalism. Shifts that will be the direct cause for a new kind of freedom and POWER—the freedom to acknowledge our history and the power to do something about it. Impacting the confidence with which you live your life as a social justice co-conspirator, your personal productivity for Black Lives, and the difference you make in the world.

Urban Triage, Inc. training is grounded in a model of transformative learning–a way of learning that gives people an awareness of the basic structures in which they know, think and act. From knowing and awareness comes a fundamental shift that will leave people permanently changed and in alignment with the movement for Black Lives.

COVID-19 Pandemic Gardeners – Take this Survey!

A group of researchers from the US, Australia, and Germany are conducting a survey to better understand Covid-19’s effect on why and how people are gardening this year. The study examines: 1) what motivates gardeners during the pandemic, 2) whether gardeners’ use of their gardens has changed, and 3) what additional support would be beneficial for gardeners.

Please help us reach a wide range of gardeners by sharing this survey with with gardeners you may know, and if you are a gardener yourself please take the survey. It only takes about 10-15 minutes.

Invitation to join the Dane County Time Bank’s Transformative Action Network (TAN)!

TAN members are committed to co-conspirator abolitionist action, in line with restorative justice principles. By learning to relate effectively with racism and interrupt patterns of white supremacist culture, TAN members become allies and co-conspirators to Black and Brown community members. Using restorative justice work, TAN is helping Timebank build resilience instead of fragility, action instead of silence and solidarity instead of hierarchy. Abolitionist restorative practices become powerful tools that enhance mutuality and respect across gender, race and class lines. They lead to the kind of collaboration that can move Madison beyond anemic liberalism to real progressive alternatives. Anti-racist restorative practice among Timebankers is leading to racial justice. As James Baldwin wrote, “Any citizen of this country who figures himself as responsible – and particularly those of you who deal with the minds and hearts of young people – must be prepared to “go for broke.” As a network, we are striving to give racial justice everything we have.
