Soglin Proposes Barring People from City-County Building if they have no Business There

And hiring a guard to enforce the rules. Could you imagine if they had even suggested this at the capitol? Why is this ok for the city and county government? Meeting Monday to discuss proposal.

Soglin strikes again. I want to support the guy, but come on dude . . . how many times can I overlook this crap.

Dear County Executive Parisi:

I am writing to ask your assistance, and that of the County, to deal with the problems engendered by the homeless individuals in the City-County Building (CCB). As you are aware, this situation has reached the point where it may be a threat to the safety of both City and County employees.

I am proposing, and will take to the City-County Liaison Committee (CCLC), the following proposals:

1. The City and the County will jointly pay, in the same ratios as set forth in the City-County Operation and Maintenance Agreement for the CCB, for a private security guard to be stationed in the entry to the CCB during working hours. The purpose of this position would be to assure the safety of public employees and the public using the building. The guard could also advise persons if they were in violation of CCB Rules, ask persons to leave, and request the assistance of the police or sheriff as needed.

2. The existing policies adopted by the CCLC would be amended in section 4.5 by adding a new section 4.5.3 that would read as follows:

4.5.3. Either the DCSO or the MPD may enforce any policies governing the use of the CCB, including asking persons in violation of those policies to leave the building or risk arrest for trespass.

3. The existing policies adopted by the CCLC would be amended by amending section 6.5 to read as follows:
6.5 Loitering is prohibited in the CCB. Loitering includes being in the building without any apparent business with the City or the County.

4. The CCB would be posted, similar to the MMB, prohibiting trespassing.
