Suspiciously Light (City) Week Ahead

Only a total of 14 meetings listed . . . so far . . .

Monday, February 1, 2010
12:00 PM MADISON BOARD OF POLICE AND FIRE COMMISSIONERS; MAY CONVENE INTO CLOSED SESSION 16 N CARROLL ST, ROOM 500
– They get the meaningless agenda award for the week. Only one substantive agenda item, which reads:

2. Police Department Hiring Planning: consider initial appointment recommendations of Chief Wray; receive other reports on hiring process and calendar; other action as appropriate on hiring process administration.

– A second item reads

3. Report of Counsel

No attachments as usual. So, from these agenda items, do you have any clue what they will be discussing and if you are interested? It doesn’t really matter, as they will likely be going into closed session for both items. Or, does that make it worse?

4:00 PM EOC EXECUTIVE COMMITTEE ROOM 523 CCB
– This committee makes recommendations to the full committee and sets the agendas, so its usually a sign of things to come, no new topics on their agenda except this one:

Feasibility of testing taxi cabs relative to requiring that fares be paid in advance.

5:30 PM PLAN COMMISSION DOWNTOWN PLAN WORKING SESSION ROOM LL-110 MMB
– The meeting is not televised and public comment not necessarily encouraged as it is a working session for the plan commissioners. Here’s what they will be discussing:

1) Generalized Land Use Map
2) Conceptual Pattern of Building Heights Map
3) Preliminary Parcel Analysis Map
4) Sub Area Descriptions

Tuesday, February 2, 2010
4:00 PM MADISON’S CENTRAL BUSINESS IMPROVEMENT DISTRICT-ALCOHOL DENSITY ORDINANCE SUBCOMMITTEE MURPHY DESMOND OFFICES, 33 E MAIN ST, SUITE 500
– Something is kind of freaky about a public meeting held at a private office where you need to check in with the receptionist to get to the meeting . . . why can’t they hold these meetings in a more traditionally public space?

6:30 PM COMMON COUNCIL ROOM 201 CCB
– #6 Appointment of someone to a seat the city attorney says is not vacant even tho they moved out of the COUNTY, not just the city. This would be the only non-county resident appointed to a city committee that I can ever remember.
– #7 Mendota Court project Would any other neighborhood allow an 8 story building with no car parking?
– #10 Appointing city employee to third position on a committee – Committee on Sweatfree Purchases

NORMAN DAVIS, 215 Martin Luther King Jr. Blvd, 53703 (business address) – appoint to the remainder of a three-year term to the position of City of Madison Resident. Mr. Davis is the Division Manager of the Affirmative Action Division. He succeeds Deborah W. Sproule. TERM EXPIRES: 03-31-2012
Currently serving on: Affirmative Action Committee
Martin Luther King, Jr Humanitarian Award Committee

Can’t we find city residents not hired by the city to serve on these committees? This is a disturbing trend. Why not just have the staff advise themselves? And, why are we listing a business address?
– #10 Appointing Eli Judge to another committee. When did Eli quit the Public Safety Review Committee?

MADISON CITY CHANNEL ADVISORY COMMITTEE
ELI JUDGE, 115 E Gilman St # J, 53703 (8th A.D.) – appoint to the position of Citizen. Mr. Judge is a former Alder of the 8th District. Former member of the Public Safety Review Board and has served on several other city committees. He is an active member of the State-Langdon Neighborhood and member of the College Democrats of UW-Madison. TERM EXPIRES: 10-31-10

– #11 Another Schumacher hair-brained alcohol idea (banning sales of liquor in 4 packs or small packages) placed on file (i.e. in the garbage can). He must have worked it out in private with the businesses. Wonder what they decided?
– #20 Ram’s Head liquor license revocation hearing placed on file as well.
Goodwill’s money the city is dishing out so the CDA can develop the Truman Olson site.
– #28 – Parking fine increases.
– #52 – Attempting to lower speed limit on Stoughton Road at the Beltline.
– #53 – Badger Bus Stop on W. Washington Avenue.
– #54 – Adding the 5th district to the downtown weekly street sweeping area. Welcome!

Wednesday, February 3, 2010
4:30 PM COMMUNITY DEVELOPMENT AUTHORITY MMB ROOM LL-130
– This is really an Allied Drive subcommittee meeting where they will be discussing: ALLIED DRIVE PHASE 2 SITE & UNIT TYPE DISCUSSION. That should be interesting, since the condo market tanked and even building single family homes is iffy, but they sold the project by saying they needed homeownership to stabilize the neighborhood. It’s the only item on the agenda.

4:30 PM URBAN DESIGN COMMISSION MMB ROOM 260
Mendota Court 8 story building
Target (no earlier than 6:00) and related changes.
Edgewater (no earlier than 7:30) Even tho they have been to Urban Design 5 or 6 times, this is the first time they have submitted a completed application and are actually seeking initial approval.

5:00 PM ECONOMIC DEVELOPMENT COMMITTEE MMB ROOM 300
– Public records and social websites. (Interesting . . . )
Edgewater 5:15
BREWD – They can’t give money away.
Landbanking. (No updated information)

5:00 PM HOUSING COMMITTEE ROOM LL-110 MMB
Landlord registration
– Two vacancies on the committee, discussion of how to fill them.

7:00 PM MADISON AREA TRANSPORTATION PLANNING BOARD MADISON WATER UTILITY, 119 E OLIN AVE, CONFERENCE ROOM A & B
– RTA updates
– Presentation on (Draft Conceptual) Transit Improvement Scenarios for the RTA

Thursday, February 4, 2010
12:00 PM MADISON CENTRAL BUSINESS IMPROVEMENT DISTRICT (BID) BOARD OF DIRECTORS 615 E WASHINGTON AVE – 2ND FLOOR BOARD ROOM
– Link to agenda broken so I can’t see what the agenda says, but note same as above, meeting in private location.

5:00 PM COMMUNITY DEVELOPMENT BLOCK GRANT COMMITTEE MMB ROOM 260
More shifting funding priorities. What will be left out?
Changes to process for projects funded in the Neighborhood and Adult Workforce areas, including a Board of Estimates member to join a committee.

7:00 PM DOWNTOWN NEIGHBORHOOD MEETING REGARDING PROPOSED REDEVELOPMENT OF EDGEWATER HOTEL – POSSIBLE QUORUM OF THE COMMON COUNCIL 211 N CARROLL ST ROOM D240 – MATCH DOWNTOWN EDUCATION CENTER
– The press release actually says more about the meeting and provides more information (undescribed links) than the agenda. Note, tho, it doesn’t say the Hammes Company will be in attendance, does that seem odd? An oversight, I’m assuming?
