– There was discussion of using this to discuss Overture if it looks like they don’t need it for budget.
Section 33.01(10)(a) reads: Meetings Not to Be Held. (a) Budget Meetings. Sub-units shall not schedule meetings on the same NIGHTS that the Board of Estimates or the Common Council is considering the annual Operating and
Capital budgets. So the only illegal meeting is the Parks Div/Goose Mgmt. on 11/16 at 6:30. The OLBRICH BOTANICAL SOCIETY BOARD OF DIRECTORS meeting is cutting it very close… they meet @ 4:00 & the CC starts at 5:30 on 11/16. The MONONA TERRACE COMMUNITY AND CONVENTION CENTER BOARD meeting is also cutting it very close… they meet @ 4:00 & the CC starts at 5:30.
The use of the term ‘NIGHT’ in this ordinance is really vague. Does that mean the meeting must be done by the time the CC budget meetings begin at NIGHT? Or does that mean they can’t be scheduled to begin after 6:00 (6:00 pm is what the City payroll uses to identify pay with night-differential)? It leaves a lot of room for interpretation (however one wants to spin it).
