Legislative File No. 32180 – Amending the 2014 Stormwater Operating Budget and Authorizing the City of Madison, through the City Engineer, to accept a Yahara-Wins grant award in the amount of $10,000.00 to fund the hiring of additional staff to work on and with developers of significant redevelopment projects to improve erosion control. Legislative File No. 32316 – Authorizing the CDBG Office to accept a supplemental award of funds from the State of Wisconsin’s Neighborhood Stabilization Program (NSP) on behalf of Housing Initiatives, Inc. and amending the 2014 CDBG Adopted Operating Budget to recognize $27,500 in additional expenditure and revenue authority; and authorizing the Mayor and City Clerk to execute agreements with the State of Wisconsin and Housing Initiatives, Inc. to implement a specific rental housing project for low income households with NSP funds at a previously foreclosed property; and authorizing the Mayor and City Clerk to execute a Subordination of Mortgage in favor of first mortgage financing for two previously approved loans to Housing Initiatives, Inc. to Wisconsin Housing and Economic Development Authority (WHEDA) in forms as shall be approved by the City Attorney consistent with this Resolution. Legislative File No. 32530 – Authorizing the Mayor, City Clerk and Chief of Police to sign an inter-governmental agreement to collaborate with various other Dane County law enforcement agencies in a multi-jurisdiction public safety grant from the Wisconsin Department of Transportation, administered by the Village of DeForest, for traffic safety efforts related to impaired driving, and accepting up to $4,000 for overtime for this initiative. Clarification from Chris Schmidt on this item:
Item 14, Legister 29485, the revised TIF Policy, is on the agenda to add a referral to CCOC. That referral was requested at the last CCOC meeting. Also, BOE has yet to review the policy. The TIF Policy was not placed on the agenda for debate tonight. The revised consent agenda will reflect this, but I felt I should let everyone know ASAP lest confusion continue to grow.
31. Legislative File No. 32590 – SECOND SUBSTITUTE Authorizing the Mayor and City Clerk to execute a loan agreement with Lutheran Social Services of Wisconsin and Upper Michigan, Inc. or an affiliate legal entity, for up to $795,000 $500,000 in Housing Development Reserve funds and up to $295,000 in Affordable Housing Trust Funds for the development of multi-family affordable rental housing at the Tennyson Lane site and amending the budget of the Affordable Housing Trust Fund to authorize the expenditure. The loans will partially finance the development of 72 units of multi-family rental housing. (Report of BOE – Ald. Anita Weier)
