It’s been 6 weeks . . . since promises were made.
This was introduced “by title only” at the March 31st council meeting (entered into legistar on 3/27), but its still “by title only”.
By Title Only – Declaring the City of Madison’s intention to review policies and procedures of the Madison Police Department.
This is sponsored by the Mayor and the (presumably) new council president Denise DeMarb.
The first meeting, it was to “rushed” and that was why it wasn’t introduced on March 17th as Scott Resnick had planned, plus people were worried about Mayoral politics. I didn’t think that was the case, sincerely. I think Scott Resnick who promised to introduce it was sincere in that offer, but other factors were at play and it wasn’t introduced. I saw as draft of it, so I know it was worked on.
The second meeting, on March 31st, it was supposed to be introduced, there was some wrangling and hand wringing and it still wasn’t good enough. So it got introduced by title only – meaning there is no content. Which means theoretically the ball is rolling . . . practically it means it looks like they did something without doing anything. It also wasn’t on the agenda, so it was introduced at the end of the meeting.
On this agenda there should be some follow up action:
MGO 2.05(1)(b) Any business to be referred may be introduced from the floor, and if no fiscal note is prepared, will be referred to the Finance Director for a fiscal note. Introduction of any matters by title only or without a fiscal note shall require a two-thirds (2/3) majority vote. Any matter introduced from the floor shall be either (i) referred to the next Common Council meeting for action or (ii) automatically referred to the next Common Council and be placed on the agenda as if for introduction, solely for the purpose of additional referrals. I don’t see it on the agenda as being voted on as required in (i) or introduction for additional referrals as required in (ii)
So . . . . what gives?
The only answer I have been getting is that “its being worked on”. No one seems to know much more about it than that. Guess I need to make more calls to the mayor’s office.
